It is from the animated film Fantasia and is a stand alone figure in this series as the line was discontinued before any other Fantasia pieces were made. These are reproductions of the original maquettes used in Walt Disney feature animation. Because of this they are made to look like rough sketches of the outlet characters come to life off the paper page. They are not smooth, they are hand painted and not in perfect smooth strokes. This was all done on purpose as that's how maquettes are. These are NOT WDCC (Walt Disney Classics Collection) and are nowhere near that quality of craftsmanship. They also are made of hard resin and NOT porcelain.
