Beautiful thing. Its Hallmarked for Chester 1899 so Victorian, the bar which takes one end of the belt is marked German Silver which is a different colour, whether this refers to just the bar or the whole buckle I'm not sure.
Quite usable if you want, Obviously being over 120 years old it's not perfect, faults include; the bar is not perfectly straight and the claws not perfectly lined up but as I say still very wearable/usable.
